Mr. Huddles began his legal career as a law clerk to Judge Thomas M. Anderson of the Court of Special Appeals of Maryland in 1971. In 1972, he was appointed as an Assistant Attorney General for the State of Maryland where he first became involved in construction law. From 1975 to 1977 he was General Counsel to the Maryland State Aviation Administration. It was during this time that the State of Maryland undertook its initial expansion of the Baltimore-Washington International Airport. In 1977, he was named General Counsel for the entire Maryland State Department of Transportation and as such he advised the State of Maryland during its construction of the Baltimore area subway system. He began private practice in 1979, and in 1981 he became a principal with the law firm of Braude & Margulies, P.C. where he remained until the creation of Huddles & Jones, P.C. in January 1995.
He was responsible for the establishment of the Maryland State Board of Contract Appeals, the body which hears and decides construction disputes with the State of Maryland.? Mr. Huddles was intrumental in the enactment of the Maryland Public Procurement Act, that is modeled on the ABA's Model Procurement Code. Mr. Huddles has served as Chairman of the Maryland State Bar Association's Committee on Selection of Members for the Maryland State Board of Contract Appeals and the Committee on State & Local Public Contract Law. More recently, Mr. Huddles was appointed by Governor Ehrlich as chairman of the Governor's Task Force to Study Efficiency in Procurement. Mr. Huddles's area of practice is entirely devoted to construction and government contract law. He has represented contractors, subcontractors and owners in every conceivable type of construction dispute.
Mr. Huddles is heavily involved in alternative methods of resolving construction disputes, having represented clients in countless arbitrations and mediations.? He also serves as a member of the American Arbitration Association National Roster of Neutrals. |
